Bright Eyeliner
Neon is in and it's not just a trend for brightly colored clothes.  Neon eyeliner has been seen on models during numerous Spring 2011 shows and it looks like this is going to be a big springtime and summertime trend.  For the least dramatic neon look, apply your eyeliner pencil or kohl pencil along your upper lashes, as thin or thick as you want, but don't wing the liner out.  If you want a thicker or more dramatic line use a liquid or gel eyeliner to make it bold and to create a cat eye.  Nude lipstick, nude and brown or light metallic eye shadows, and a natural looking face will make your eyes pop more.

Use a lipliner in place of eyeliner for a creamier texture that makes choosing the length and thickness of your liner easier to apply (Here Estée Lauder lip liner is being used)
